President - Todd Dunlap

Todd came from a small rural community of Beech Creek, Population of about 300 people, Clinton County, Pa. In 1968, he joined the U.S. Marines. Todd was Honorably Discharged with the Rank of Sergeant in September 1972. He went to work at Gettysburg College as a Security Officer in October 1972. Todd worked for the College until 1978 when he went to the Adams County Sheriff's Department. After working there for four years he joined the Littlestown Police Department. Four years later in July 1986, Todd started at the Abbottstown Police Department which six months later combined with Hamilton Township and it became the Abbottstown/ Hamilton Township Police Department. During his career at Abbottstown /Hamilton Township Police Department he also worked with York Springs/Latimore Township Police Department and the Dillsburg Police Department part-time as well as the East Berlin Police Department. He is currently a full time Police Officer at Eastern Adams Regional Police Department and Part Time Sergeant with the Latimore Township Police Department. Todd's membership in the C.O.P.S. organization came the hard way, my friend, my partner was killed while escorting a group of motorcyclists for a fundraiser, in September 2008. It's a day I will not forget.

Executive Director - Kim Weigand

Kim is the mom of Sgt. Michael C. Weigand of Latimore Township Police Department in Adams County E.O.W. 9/14/2008. She lives in Reading Township, is the wife of Chief Michael E. Weigand, the mother of 2 surviving daughters and grandma of 6 grandchildren. Having attended National Police Week prior to becoming a survivor, Kim and Mike realized the importance of having a Pennsylvania Chapter of C.O.P.S. and began the application process in April of 2008. The loss of their son in a LODD in September of 2008 made organizing a local chapter a number one priority. In October of 2009, with the C.O.P.S. Charter approved, Kim was elected as the Executive Director. In May of 2008, Kim started the process of getting a State Bill written to give further protection and stiffer penalties for anyone injuring or killing an officer. In September of 2010, Kim testified in front of the Senate Banking and Insurance Committee on behalf of H.B. 2246 which on October 19, 2010, Governor Rendell signed into law Act 81, The Sgt. Michael C. Weigand Act. On January 28th, 2011, Kim was honored by the PA Association for Justice and received their Community Service Award for her efforts on behalf of emergency responders killed in the line of duty and the families left behind and for being the driving force behind the passage of H.B. 2246 now known as Act 81.
